The answer to this problem would be to change the law to impose a mandatory life sentence without parole for anyone found guilty of sexual assault on a child. If we stop letting these people back out onto the streets to molest more children we won't have to worry about checking some website to see if they are living next door.
The part about a woman being able to ruin a man's life with false charges is a totally separate matter and, while it is a serious problem and should be dealt with, it should not be used as an excuse for assuming convicted child molestors are harmless.
