France has bowed and appeased and cow-towed to the point that they have gangs of North Africans terrorizing their police force. Here is a snippet of an article I just read on a London site:
The French government yesterday held crisis talks with community leaders in an effort to halt mounting violence in suburbs around Paris, amid news that gangs of youths, mainly of North African descent, were intensifying attacks on police.
Dominique de Villepin, the prime minister, ordered his interior and justice ministers to "toughen up" sentences for those found guilty of assaulting officers, following a meeting with community leaders.
His announcement followed a series of violent incidents over the past weeks, culminating in the ambush of three police officers on Friday by youths in Epinay-sur-Seine, north of Paris.

So I got to wondering what "tough new measures" France would be willing to take to save itself from the roving thugs picking on their police. I looked hard and couldn't find it so I made one up:
If I had been able to find the details of France's new get-tough policy against violent street gangs I imagine it would go something like this:
1st attack: Ignore the attacker. Pretend it didn't happen. Hope they will go away.
2nd attack: Explain to the attackers that you understand their anger and apologize for offending them.
3rd attack: In the unlikely event that the above tactics fail, give the attackers a stern warning (no cursing or raised voices) that future attacks will not be tolerated. Make sure to give each one a hug before they leave and apologize for the warning.
4th attack: Highly unlikely but should a 4th attack occur you are authorized to give another warning using a raised voice (no shouting). You may point your finger at the attackers but MUST NOT shake said finger. Parting apology and hug is left to the discretion of the officer.
5th attack: Offer attackers money and/or any other reparation they demand in order to reclaim their favor. A 5th offense, though unimaginable, means all manner of harsh punishment (as outlined above) has failed. Take a detailed survey of the attackers' grievances against France so that we may correct our behavior.
6th attack: All police officers attacked more than five times, having thus proved their inability to promote harmony among the North Africans, will be immediately relieved from duty.
